Multi-Sector Services Accountability Agreement (MSAA)

The Local Health System Integration Act, 2006 requires that Carlington Community Health Centre (CCHC) enter into a Multi-Sector Accountability Agreement (M-SAA) with Ontario Health East, which enables the Province to provide funding to CCHC for the provision of services. It supports a collaborative relationship between the Province and CCHC to improve the health of Ontarians through better access to high quality health services, to coordinate health care in local health systems and to manage the health system at the local level effectively and efficiently.

Quality Improvement

On June 8, 2010, The Excellent Care for All Act was passed in the legislature expanding Health Quality Ontario’s role and mandate. The functions of Health Quality Ontario are:

  • to monitor and report to the people of Ontario on, access to publicly funded health services, health human resources in publicly funded health services,consumer and population health status, and health system outcomes;
  • to support continuous quality improvement;
  • to promote health care that is supported by the best available scientific evidence by, making recommendations to health care organizations and other entities on standards of care in the health system, based on or respecting clinical practice guidelines and protocols, and making recommendations.

Since April 1, 2013, Carlington CHC has been required to file an annual Quality Improvement Plan with Health Quality Ontario.
